Engineering Delivery Systems Manager

About Us:

SimpliGov helps state and local governments modernize paper-based processes into intelligent, AI-driven digital workflows. As we evolve toward an AI-first platform, our development velocity, model iteration frequency, and cross-team complexity increase. Strong delivery systems are essential to scale safely and predictably.

We are growing rapidly and looking for talented, high-impact players to join our team!

Role Overview:

We are building an AI-first platform where engineering velocity is accelerating. Traditional Agile coordination does not scale in this environment.

We are looking for someone to design and evolve the systems that govern how engineering work is built, validated, and released.

This role is not about running ceremonies or tracking work. It is about designing mechanisms that reduce the need for coordination altogether.

You will partner closely with engineering to:

  • identify where delivery breaks down

  • design systems that prevent those failures

  • evolve our SDLC toward continuous, safe, high-velocity delivery

Responsibilities:

  • Design and evolve CI/CD-driven delivery systems that enforce quality, integration, and release safety

  • Identify systemic bottlenecks in engineering delivery and implement automated solutions to remove them

  • Reduce cross-team coordination by introducing clear service boundaries, contracts, and validation mechanisms

  • Define how work flows from commit to validation to release without relying on manual coordination

  • Establish production readiness and release safety as system-enforced behaviors, not checklist processes

  • Build mechanisms for:

    • dependency detection

    • integration validation

    • feature flag governance

    • progressive rollout

  • Partner with engineers to improve build stability, test coverage, and pipeline reliability

  • Evolve the organization from Agile coordination to continuous, autonomous delivery systems

Qualifications:

  • 5+ years of experience in engineering program management, technical program management, or delivery leadership in SaaS or platform environments

  • Experience operating within Agile environments and coordinating multi-team initiatives

  • Experience with continuous delivery, CI/CD, or feature flag-driven environments is strongly preferred

  • Demonstrated ability to evolve delivery systems without introducing unnecessary bureaucracy

  • Comfortable operating in AI-driven or technically complex environments

  • Strong systems thinking, operational rigor, and executive communication skills

Key Competencies:

  • Systems thinker who balances structure with adaptability

  • Able to operate within current delivery models while evolving toward system-driven execution

  • Focused on reducing coordination through clarity and automation

  • Respected by engineers and able to earn technical credibility

  • Comfortable driving change in evolving operating models

What we ARE looking for:

  • Experience working directly with engineering systems such as CI/CD, testing, deployment, or infrastructure

  • Ability to identify delivery bottlenecks and design mechanisms that eliminate them

  • Strong understanding of build pipelines, integration failures, dependency management, release safety

  • Experience operating in environments with microservices, continuous delivery, and high release frequency

  • Comfortable working at the intersection of engineering, systems design, and delivery execution

This role is NOT a Scrum Master, NOT a PMO role, NOT responsible for running Agile ceremonies, and NOT focused on stakeholder alignment or project tracking. If your primary tools are Jira boards and planning ceremonies, this is NOT the role for you.

What We Offer:

  • Medical, dental, and vision insurance plans, with significant employer contributions for employees AND dependents (contributions based on base-level plan; buyup plans available at additional costs)

  • Company-sponsored life, short-term, and long-term disability insurance

  • 11 Paid holidays

  • Flexible time off

  • 401k plan with 4% employer match

  • Monthly stipend for home office expenses

  • Monthly wellness stipend
