Assist the Resident Engineer (RE) in managing and administering bridge, underpass, and associated civil works under various construction contract packages. Strong knowledge of RTA standards, Dubai Municipality codes, and UAE infrastructure guidelines. Experience in bridge structures, underpasses, box culverts, post-tensioning, precast/prestressed concrete, and traffic diversions. Review the contractor’s progress, project schedules, method statements, ITPs, and ensure compliance with RTA standards and project specifications. Monitor all on-site activities including earthworks, concreting, structural works, waterproofing, post-tensioning, bearings installation, and asphalt works related to bridges and underpasses. Verify materials delivered and stored on-site, ensuring they meet approved submittals and contract requirements. Maintain oversight on contractor manpower, equipment utilization, and daily progress reports. Review all technical submittals including shop drawings, material submittals, RFIs, method statements, NCR close-outs, and ensure compliance with RTA specifications and DM/RTA regulations. Conduct supervision and quality inspections for structural elements such as piers, abutments, retaining walls, wing walls, slabs, box culverts, expansion joints, bearings, precast elements, and waterproofing systems. Identify any deviations from contract documents, propose corrective actions, and ensure timely rectification by the contractor. Ensure all inspection activities follow approved ITPs and QCS/ISO quality management systems. Coordinate with multiple contractors, utility agencies (DEWA, Etisalat, DU, RTA Utilities), and relevant authorities for design approvals, site clearances, and interface issues. Liaise with RTA, Dubai Municipality, and other government agencies for compliance with standards, permits, and NOCs. Facilitate coordination among structural, road, geotechnical, drainage, and traffic teams to ensure smooth project execution. Support the RE in issuing site instructions, NCRs, and technical clarifications. Monitor contractor's adherence to approved safety plans and RTA/DM HSE regulations. Identify safety violations, report hazards, and issue instructions for correction. Ensure safe execution of high-risk bridge activities such as lifting, shuttering, scaffolding, excavation near live traffic, and working at heights. Attend weekly and monthly progress meetings with RTA, consultants, and contractors. Prepare reports on technical issues, progress status, site constraints, and recommended corrective actions. Maintain accurate site records including daily diaries, inspection reports, material verification sheets, and punch lists.
